Resources and services for students with disabilities

All eight faculties of the University of Miskolc have disability coordinators, appointed by the deans of the faculties. They are responsible for supervising students with special needs studying at the faculty, assessing students’ needs, organising assistance and providing individual counselling to students and lecturers with special needs.
TheUniversity Disability Coordinator, who is appointed by the Rector, is responsible for the professional support of students with disabilities. Responsibilities of the University Disability Coordinator:  

  • maintaining contact with the faculty disability coordinators, 
  • Providing assistance to students with disabilities in their studies and examinations, and organising consultations requested by students with disabilities, 
  • monitoring the application of the “Preferential Treatment Policy”, 
  • reviewing and forwarding to the faculties requests for exemption, assistance and benefits for students with disabilities, 
  • participating in the work of the University Equal Opportunities Committee, 
  • maintaining contact with students with disabilities and their personal assistants, 
  • proposing the use of normative support to assist students with disabilities in their studies, the purchase of equipment and other expenditure, 
  • determining entitlement to a normative grant on the basis of the fact and severity of the disability, 
  • if necessary, making recommendations to the university’s management in order to ensure more satisfactory equal opportunities for students with disabilities. 

The work of the university disability coordinator is reviewed annually by students with disabilities. The Rector takes the results of the review into account when appointing the disability coordinator.

Services

Personal assistant
  • All registered students have the possibility to request a personal assistant. 
  • Personal assistants are chosen by the students and they accompany, assist and support students with special needs according to their needs. 
  • We have introduced a student certificate of completion, which the student with a disability can use to certify the work done by the personal assistant. 
  • In some cases, it may be necessary to involve lecturers as personal assistants, and in these contracts we take into account the recommendation of the University of Miskolc Ethics Committee.

  • Ensuring the physical and infocommunication accessibility of the University of Miskolc 
  • Career management: individual counselling and small group training 
  • Information on Erasmus+ opportunities for students with disabilities, assistance in applying for additional funding and liaising with disability coordinators at universities abroad 
  • Training in the use of the library for any student with a disability who needs it 
  • Organisation of student forums 
  • Ensuring barrier-free access to sports programmes; advice on sports facilities and their availability 
  • Information on funding opportunities 
  • Provision of a rest room for disabled students in building A/1, room 37. To ensure that the room is fully utilised, it is necessary to monitor the condition of the equipment on an ongoing basis. The demand for this room has increased significantly in recent years. 
  • Special equipment is available for hire (once purchased) from the Academic Affairs Department to support learning, information processing and equal access:

Our services for students with autism spectrum disorder / Asperger syndrome
  • Providing clear, understandable information in a way that is appropriate to your own style of information processing (e.g. taking courses, submitting applications, registering for exams) 
  • Provide flowcharts for complex, multi-step tasks and activities 
  • Teaching strategies and methods for planning and organising – on paper and using ICT tools (timetables, agendas, learning organisation) 
  • Development of social and communication skills, support for a better understanding of the interaction in the social world 
  • Orientation and communication support 
  • Teaching individual strategies and methods to address difficulties arising from sensory sensitivities 
  • Checking and correcting the linguistic correctness of written work; explaining and simplifying difficult texts through a personal assistant

Our services for hearing impaired students

  • Provision of Alrite speech recognition and transcription application

In order to meet the requirement of the Higher Education Disability Council’s recommendations on digital education in point 1 – “It is important to provide subtitles in Hungarian in the software used in digital education” – the University of Miskolc acquired the Alrite speech recognition and transcription application in March 2021, which uses the latest deep learning algorithms and is available as a web and mobile application. The app can be used to help make education accessible, providing an effective solution for students – especially those with hearing impairments – who need support in understanding or responding.
Thanks to algorithms optimised for the Hungarian language, Alrite is able to place punctuation in the transcript following grammatical rules and correctly use both upper and lower case letters, so that notes require minimal post-editing to correct any errors. The application can be used either by direct dictation or by uploading an audio or video file afterwards.

Useful information for people with disabilities

The National Higher Education Act adopted in 2011 does not contain any significant changes for students with disabilities. Perhaps the most important piece of information is that state-funded (in the new law: state scholarship-funded) status can still be extended by 4 semesters, so under the current legislation the maximum period of support available for a disabled student for a given course of study can be up to 6 semesters longer than the duration of the course of study, but not exceeding 12+4=16 semesters in total.

International students’ certificate for eligibility of special services

Based on § 63 of Government Decree 87/2015 (IV. 9.): 

  • (4) If the applicant who is not a Hungarian citizen does not have a place of residence in Hungary, or in the absence of such a place of residence, the disability may be verified by a certified translation of the expert opinion issued abroad, notwithstanding the provisions of paragraphs (2) and (3). The higher education institution shall publish on its website a list of the languages for which it accepts nonauthentic translations. 
  • (5) If the applicant or student who is not a Hungarian citizen holds an expert opinion issued abroad, the disability may be certified by a certified translation of the expert opinion issued abroad, notwithstanding the provisions of paragraphs (2) and (3). The higher education institution shall publish on its website a list of the languages for which it accepts a nonauthentic translation. 

The University of Miskolc accepts non-official translations of expert opinions in the following languages: English, French, German, Italian, Russian and Spanish. 

Deadlines 

We kindly ask the students concerned to pay special attention to the expiry date of the disability certificate and to arrange for the review to be initiated in time. This will help to avoid missing out on benefits such as extra semesters on state scholarships or language examinations without a valid certificate.
